Attorney General releases indictment

Operation Carwash is described by PA Attorney General Josh Shapiro as a sophisticated effort to fraudulently obtain license plates from PennDOT then rent the plates at 400 dollars a month to drivers hoping to avoid police identification, paying parking tickets and tolls.

Twelve persons representing fourteen companies have been named, including Wyatt Motoring of Erie. The indictment lists the address as 1304 German but a check of that property finds only an empty lot.

Investigators believe that the ring collected thousands of license plates since 2008 and made big money at 400 dollars a month for each one especially in New York City.

50-year old Rafael Levi of Brooklyn has been identified as the crime ring leader.
