The ordinance would require all delinquent residential refuse fees with each rental unit be paid and aims to keep the accounts up to date. The council says this is one step in a multi step process to address the problems the city is facing when it comes to property owners not paying their garbage fees. The council is hoping to fix the millions of dollars in delinquent garbage fees throughout the city. More than 50% of the unpaid money is from rental units and specifically the landlords. The council hopes this ordinance will hold the landlords who are at fault responsible for their properties. Officials report that currently there are 29,000 properties that are delinquent and they hope this ordinance will start a solution.
