Governor Corbett Announces Nominations to Board of Finance and Revenue

- Governor Tom Corbett has announced the nominations of David Kraus and Scott Shearer to the Board of Finance and Revenue.

David Kraus serves as Chief Counsel to the Department of Revenue, advising the Secretary of Revenue and Governor’s office on state tax matters. Previously,

Kraus was employed by McNees, Wallace and Nurick as the State Tax Counsel, ReedSmith, LLP as a State Tax Partner and Dechert, LLP as a state tax partner and managing partner of the firm’s Harrisburg office.

Kraus also served as counsel to the Board of Finance and Revenue.

Mr. Kraus earned his undergraduate degree from Dickinson College and his law degree from Boston University School of Law.

Scott Shearer is a partner at Keefer Wood Allen and Rahal, LLP specializing in Pennsylvania State Tax.

Previously, Shearer was employed as a partner at Eckert Seamans Cherin and Mellot law firm and Mette Evans and Woodside law firm in Harrisburg.

Additionally, Shearer was a Deputy Attorney General for the Pennsylvania Department of Justice in the Tax Litigation Unit.

Mr. Shearer received his undergraduate degree from Lehigh University.

He earned his law degree from Dickinson School of Law and his LLM Tax degree from Georgetown University Law Center.

The Board of Finance and Revenue is a Pennsylvania tax appeal board that hears and decides appeals involving tax matters, including, sales and use tax, corporate tax, personal income tax and other miscellaneous taxes.

It is generally the second level of appeal, reviewing decisions of the Department of Revenue’s Board of Appeals.

BF&R also selects depositories for commonwealth funds and biannually determines the interest rate for commonwealth deposits.
