While the jagged mass of ice looks alarming, emergency management officials say as long as the weather stays cold, danger of a flood is low.
The ice is piled up at the point where oil creek meets the Allegheny River.
Earlier in February, some roads in Venango County were closed due to high water, but that has receded.
