Leach says the purpose of his bill is to encourage people to use reusable bags.
He also says this would keep thousands of plastic bags out of landfills.
Shoppers have mixed feelings on the plastic bag tax.
If the bill becomes law, one penny would go to the state recycling program and the other penny would go to the retailer to help with its recycling.
