ERIE, Pa. — A new housing development is the first of its kind in Erie.

The $12 million project, called Parade Street Commons East, is being constructed at Parade Street between 19th and 20th streets.

The 40 units are being built with “passive housing” standards,” which according to Don Crenshaw of Blue Rock Construction. The developer said some of the features include increased insulation, including thicker walls, windows and doors. It will help reduce costs to an average of $900 a year for tenants.

Blue Rock Construction is creating jobs and mentoring young adults along the way. The company has an apprenticeship program for young adults through GECAC and Eagle’s Nest Leadership Corporation.

Developers expect the first units to be ready for December. The project is slated for completion in March.
